Adoption Roadmap

From ratification to national pilots in twelve months

Spec Level: SNF v2.0·Binding: Standard-817 · SOSL v1.0

Overview

This roadmap sequences the minimum viable path to planetary adoption. Each phase locks invariants, publishes attestations, and expands governance participation, while preserving a single source of canonical truth under Standard-817 and SOSL.

All dates are rolling-window relative; institutions may run staggered cohorts so long as attestations and ballots remain public.

12-Month Timeline

Phases & Milestones

Phase I — Ratification (Months 1–2)

  • Freeze ontology (817.2) and Holo-Proof specification.
  • Publish SOSL v1.0 reference and covenant tests.
  • Establish Council registrar and ballot schema.
Exit Criteria: Spec freeze + public attestations

Phase II — Incarnation (Months 3–4)

  • MVR: single-file PWA with 3 active Articles (I, V, IX).
  • Attestation Hub online; public proof bundles nightly.
  • Seed institutions sign on (academia + civic).
Exit Criteria: Live demo + open proofs

Phase III — Adjudication (Months 7–8)

  • Policy Arbitration Engine (PAE) live.
  • Five cross-jurisdiction scenarios (GDPR/CCPA/PDPA…)
  • InfinityWipe revocation channels operational.
Exit Criteria: BPR decisions with lineage

Phase IV — Proliferation (Months 11–12)

  • National pilots: finance, academia, health.
  • Open conformity registry; TRQ/H-index visible.
  • Quarterly ballots for standard evolution.
Exit Criteria: Three pilots + public KPIs

Risk Register

R1 — Spec Drift

Impact: Forked invariants / incompatible tooling.

Mitigation: LogicSeal commits; ballots required for changes; version gates in capability descriptors.

R2 — Regulatory Clash

Impact: Conflicting obligations across jurisdictions.

Mitigation: PAE precedence matrix; case library; opt-in sovereign enclaves.

R3 — Adversarial Integrations

Impact: Shadow deployments, false attestations.

Mitigation: Council mirroring, ΔΣ overlays, public nullification feeds.

R4 — PQC Transition Risk

Impact: Algorithmic deprecation.

Mitigation: Hybrid QSS (Dilithium/SPHINCS+), key rotation attestations.

R5 — Data Linkage

Impact: Cross-context deanonymization.

Mitigation: GhostFrame epochs; consent scoping in UCL.

R6 — Talent Bottleneck

Impact: Slow implementation velocity.

Mitigation: OSS onboarding tracks; fellowship program with academia.

Release Plan

v2.0.0 — Genesis

  • Spec freeze (817.2), SOSL v1.0, MVR PWA.
  • Articles I/V/IX enforced; Attestation Hub online.

v2.1.0 — Adjudication

  • PAE v1; five cross-jurisdiction demos.
  • InfinityWipe & public nullification feeds.

v2.2.0 — Proliferation

  • National pilots; TRQ/H-index dashboards.
  • Quarterly ballots for standard evolution.

What Reaches Day-1

  • Canonical 817.2 ontology + covenant tests.
  • Three operational Articles (I, V, IX) with open proofs.
  • Attestation Hub and public proof bundles.
  • PAE backlog, case library seeds, and ΔΣ overlays.
Everything else composes on top of the Genesis Bus; if it cannot be attested, it cannot ship.
